July 7, 2026 – Leadership Meeting Minutes
I. DISTRICT ITEMS
• Investigation Update from Chief White – To dispel the rumors that may be going around. There was an internal investigation, it was a fact-finding investigation on somethings that were going on, mainly with the full-time personnel. As I had previously sent out, we let Baylee Majors go. We have dealt with the items that were brought up through this investigation and the matter is closed. A few things that I would like to clarify are that came up during the investigation are areas of concern, or need improvement:
o Communication was one thing that came up. The lack of communication from the Staff to everyone. Being clearer and more concise in direction. I am taking ownership in that this was directed at me, and I will work to be better.
o For clarification, Personnel and Fire Operation issues are to be directed to myself, EMS operations or issues are to be directed to Jared, and
Equipment needs or issues are to be directed to Joe. Make sure issues being directed to the proper chain of command.
▪ No more Chief shopping.
o My door is always open. I understand sometimes personnel just need to vent and get things off their chest, but keep in mind we have to address certain things once we are aware of them. We cannot let things go if they are causing issues with personnel or operations. Personnel issues need to be addressed please don’t let them fester and cause issues. We will be addressing them in a timely manner moving forward.
• Responsibilities & Expectations –
o Station Leadership should be handling issues within their fire station. If the issue needs escalation or the Station Leadership can’t handle it, it will be forwarded to the staff.

▪ EMS – Jared
▪ Personnel & Fire Ops – Chief
o Amanda is available during business hours. There is no reason to ask her to fix things outside of business hours, unless it’s an emergency and pending operations and/or functionality. Station Leadership should be handling reports and training attendance. If there is an issue they cannot handle, they will reach out to her.
o ImageTrend and Reports– We have been using ImageTrend long enough, the issues we are seeing and having are a clear lack of training or personal accountability of personnel to learn the system. If you or your personnel are still having issues with PCR’s or NERIS reports, you need to reach out to the office for additional training.
▪ The times are a pain and creating more work. Unfortunately, because our Dispatch CAD system is so outdated and we don’t have the integration between CAD and ImageTrend our hands are tied. Mike Miller is working on getting the CAD system updated. The county commissioners approved funds this week to put towards the purchase of the new CAD system, there is a light at the end of the tunnel.
▪ If you run on a call, you absolutely can and should reach out to the hospital for patient information if you cannot obtain it prior to transfer of care.
• If for some reason you have issues with the nursing staff at EIRMC, contact Eric Day and he can help facilitate getting the needed information.
• Station Rosters – Station rosters are full after this last application process. A couple of stations are still over their approved positions. Please make it a point to contact any personnel who have not been showing up to get their intentions, if they are not going to be responding to calls, we need their gear.
• Up Coming Events – For clarification, not all requests for district events are paid. For requests in your area; station tours, church group tours or visits, acquaintances and businesses just wanting simple demonstration or visit, the stations should be handled as PR and ae not paid activities.
o School sports events and events that require Fire and EMS services are paid events. These are events that the vendor or company holding the events are required to request through the district office and will be assessed a fee off our fee schedule.
o Upcoming Events we have on our radar:
▪ Station 1
• Rigby Hot Classic Nights – July 11th 1200 – 1700: 2 EMS and 2 Fire.
• Mad Marvin’s Figure 8 Race – July 18th – 2 EMS, 2 Fire
▪ Station 2
• Ririe Days – July 18th– 180 coordinating
• PR Event – July 24th Stake Center – QR80 coordinating
• Camp Hayden – July 25th– QR80 coordinating
o If they are unable to handle the events, they will reach out to the district office to put it out district wide.
▪ Station 3
• Lewisville Days – July 25th– 150 coordinating, 1 Truck for the parade.
• New SCBA’s and Firefighter SOP
▪ The new Air Packs came in sooner than anticipated, they will not be put into service for a while. Discussions about going back to a numbering system on the back of helmets so we will be working on that change.
▪ There is a new test that will have to be passed by any firefighter wanting to be interior attack and receive a mask. Testing date to be sent out as soon as it’s set.
▪ Each station will receive 6 masks when they go into service.
• Numbering system, still in the current policies:
o Firefighter Identifiers:
▪ A1 – interior, A2 + interior with an A1, A3 – exterior.
o Operator Identifiers:
▪ E1 – Can run all District Tenders, E2 – can run your Stations tender only.
• New Response SOP: EMS
o Everyone knows we are moving towards ALS EMS licensing. Firefighters cannot provide patient care. There will be an updated SOP coming out that will outline what they can respond to and do. Life saving measures are an exception. Firefighters will no longer be responding to EMS calls without an EMT. If the AB or engine call for manpower, then they can respond.
o We need to start limiting the number of personnel responding to calls. ▪ EMS – The 2 personnel on call need to be responding. If they are not available, the first 2 that call in respond.
▪ Fire – 3-4 personnel depending on the call. Structure fires and Field/Brush fires are an exception, however we need to stop dumping entire stations for calls and leaving the area short for additional responses.
• 26-27 FY Budgets are needed. Please get them to us ASAP. The budget must be posted in the newspaper in 2 weeks, we need to be able to work on building the overall budget next week.
II. STATION REPORTS
Station 1:
• Thank you for the Toolboxes installed on B1.
• Thank you, full-timers, for changing the headlight.
• 164 check engine light is on. Needs checked.
• E1 needs a 25ft trash liner
• R1 trash line also needs replaced.
• Door opener remotes – Check to see about getting vehicle remotes for each door.
Station 2:
• Manhole in front of the station is still an issue.
o Per Chief, Bateman Hall will fix that as they finish up the project. It is part of the overall project.
• Fittings on Hose reel still need fixed.
• Eric – We have had some major crashes in our area; the crews have done a great job! Crews have saved 2 lives that I have seen. I just want to give a kudos to everyone for the great care being provided.
Station 3:
• Do we have an update on the lighting issue?
o If it’s the bulbs, go ahead and replace them. If it’s more than just the bulbs, let Chief know.
• Wildland hose packs?
o Joe will get a hose back for Station 3.
• E3 pump is no longer leaking, thank you.
Station 4:
• Door #3 having an issue now, possible miss alignment?
• Door #5 is working now.
o Admin will reach out to D and have him come back.
Full-time:
• 3 New hires started this week, when you see them please welcome them. o Hope Towler, Clark Cleverley and Jacob McBride.
SCBA:
• SCBA Training will be coming up with the new equipment.
o The old packs and equipment will be transitioned to training equipment.
Training:
• 228 N 1st W – District wide drill, parking in the Church lot to the North by 19:15 so we can get started. Random person will be picked to run Command; Greg will be Dispatch.
o People participating need to have PPE and will be expected to perform like it is an active fire.
o EMS personnel are welcome to attend; there will be some training for them as well.
• There will be some upcoming training with splints, we recently purchased some new Slishman splints.
• Dreager Training Trailer – Capt. Doman may be able to get the trailer brought over. Some training opportunities may be available during the month it’s at the station. More information to come once training is confirmed.
• The District will be putting on a Firefighter I class in October, we need to know how many people will be interested. Please talk to your personnel and find out who will commit to the class.
