Fire District Commissioner Meeting
Opening Prayer: Gordon called the meeting to order at 8:00. The opening prayer was offered by Jim Deuel. Those present were Commissioners Jim Deuel, Mike Miller, Gordon Ball, Dallin Gambles, and Roger Anderson; Fire Chief Carl Anderson with Assistant Fire Chief Nic White; and Battalion Chiefs Jim Kelly, Blaine Ker, Mitch Bingham, and Corey Albertson. There were a couple of patrons present as well as CFD attorney Dennis Wilkinson. Melanie Sullivan recorded the minutes.
Approval of Agenda– ACTION ITEM: Mike moved to amend the agenda to include the swearing in of the Roger, Gordon, and Dallin who ran uncontested in the last election. Jim seconded. The vote by Jim, Mike, Gordon, Dallin, and Roger was unanimous.
Roger, Gordon, and Dallin were sworn in for another term as Central Fire District Commissioners.
Approval of Minutes – ACTION ITEM: The minutes were reviewed previously via email. Dallin moved to accept the minutes as recorded. Roger seconded. The vote by Jim, Mike, Gordon, Dallin, and Roger was unanimous.
Budget Review: Melanie reviewed the budget. We have used 13.6% of the budget thus far. We are 25% through the fiscal year.
Approval of Expenditures – ACTION ITEM: Dallin reviewed the expenditures and moved to accept them in the amount of $36,982.98. Jim seconded. The vote by Jim, Mike, Gordon, Dallin, and Roger was unanimous.
- Truck repairs 166 & 181 – DISCUSSION ITEM: Carl said that he took the oldest Pierce engine (166) to Caldwell for repairs. The repairs will run between $8-10K dollars. When they pick it up, they will take in Ririe’s 181 in to repair leaks.
- Tender 182 Engineering Analysis – DISCUSSION ITEM: Carl said that on the Tender 182, purchased a couple of years ago, an engineer from Pierce realized that there was a mistake on a pressure relief valve on this truck and Pierce will correct this mistake under warranty. It probably would never cause a problem, but it needs to be addressed.
FIRE CHIEF REPORT: Through meetings and discussions with Madison County, State Fire Marshalls, and Idaho Falls, Carl decided that CFD will become more proactive in fire prevention in the district with regard to apartment building inspections. Anything 4-plex or larger needs fire prevention to put the district in compliance with fire code. Dennis Wilkinson, CFD attorney, asked what the extent of enforcement ability is. Carl said that they have the authority to issue a stop order, but there are different interpretations of rules if a builder wants to dispute the order. Roger asked if this will cause push back from builders. Carl said that he has not seen push back yet but Dennis said that there are people in any community, not just to Jefferson County, that might feel that this will slow down development, whether there is evidence of it or not.
Menan has 2 new hires, possibly 3. The district currently has 4 new hires taking EMS courses. We currently have 70 firefighters/EMTs on the payroll.
For the year, they did 1231 EMS calls. That is up 73 calls from 2018. They had 206 fire calls. That is down 65 from 2018. Total: 1437 calls.
– Battalion Chief input: Jim Kelly said that station 1 is finally fully staffed. Debra Walker is retiring.
ASSISTANT CHIEF REPORT: We are still on track for the Ririe truck. In Dec we had 79 EMS and 9 fire calls.
COMMISSIONER REPORTS: Gordon said he appreciates everything the volunteers do.
Jim moved to adjourn at 8:20. Mike seconded. The vote by Jim, Mike, Gordon, Dallin, and Roger was unanimous.
